wished to ask the noble Lord at the head of the Government whether the system of enlistment for a limited period had been adopted by the advice and with the consent of the Duke of Wellington, the Commander-in-Chief of the Army?

LORD J. RUSSELL

replied, that there had been several communications with the Horse Guards, and certainly there had been no direct opposition to the plan adopted by the Government. Further than this he declined to answer.
