wished to notice that some misconception had arisen with reference to the speech of the Chancellor of the Exchequer the other night, and it had caused pain in some quarters. The right hon. Gentleman probably meant only to state, as was notorious, that during the recent distress "certain Scotch banks" had applied for assistance to the Bank of England; and not as was imputed to him, that "the Scotch banks" applied?

believed that the words he used were, "some banks in Scotland;" he certainly did not mean to convey the impression that the applications were general.
