§ Sir James Grahamsaid, that within the last fortnight, a measure had passed the House of Commons, and had been sent up to the House of Lords, giving greater facilities to voluntary enfranchisements of copyhold and customary estates. That experiment had not yet been tried, and until it had been, he was not prepared to propose a measure of a compulsory nature.
