Mr. Wallace

wished to ask the President of the Board of Trade if he had taken under his consideration the Complaints made by the seamen with respect to the constitution and appropriation of the merchant seamen's fund?

Mr. Gladstone

said, that he was desirous that the whole question should be inquired into, and that the fund should be placed upon a system more simple, uniform, and satisfactory to all parties. It was not in its nature an eleemosynary fund.
