§ Sir James Grahamhoped the hon. Gentleman would not oppose the introduction of the bill. The subject was one worthy of consideration, and although he was not by any means prepared to express himself In favour of it, still he wished the bill to be introduced, in order that the House might see the nature of its provisions.
