§ Lord Ashley,as chairman of the committee appointed to try the merits of the petition in this case, appeared at the bar with their report, stating that they found John Quincy Harris, esq., was not duly elected to serve in Parliament for that borough, and that John Colquboun, esq., was duly elected, and ought to have been returned.
