§ Sir James Grahamsaid, if the hon. Gentleman meant to ask him whether he would pledge himself to lay a bill on the Table of the House during the present Session, his reply was, that he could give no such pledge. On the other hand, he begged to state, that considering the question of great importance, he had directed his attention to it during the recess, and 299 was endeavouring to frame a measure upon the subject. He did not despair yet of laying it on the Table of the House.
