moved that the report on the Mutiny Bill be brought up.

Mr. Bernal

objected to the report being brought up at that late hour, as he had a clause to propose.

Sir George Clerk

said, that the hon. Member would have an opportunity of preparing his clause on the third reading, and wished to know the precise words of the clause that the hon. Member wished to propose.

Mr. Bernal

said, the clause he intended to propose was to prohibit the infliction of corporal punishment in the army, except for offences committed on the line of march, or for felony.
