On the order of the day for the second reading of the Drainage of Towns bill being read,

The Speaker

said, that he had to inform the House that the effect of the bill would be to give to the commissioners of sewers additional powers to tax the people, and, that, therefore, it was not a bill which could properly originate with the House of Lords.

Mr. Fox Maule

said, in that case he begged to give notice that he would tomorrow move for leave to bring in a bill of a similar character, and in the mean time he would move, that the present bill be read that day three months.

Agreed to.

The Buildings Regulation bill was also committed pro forma.
