The Attorney Generaldid not approve of all the details of the bill, but as the principle was good, he hoped the House would allow it to be read a second time.
§ Mr. P. Scropesaid, that if the bill were allowed to pass through this stage, he would remove the 4th and 5th, which appeared to be the objectionable clauses in committee.
