said he understood that the answer he gave to a question in reply to the right hon. Baronet (Sir R. Peel) had led to some misunderstanding. The right hon. Baronet had asked if the orders in council, recently issued, authorized reprisals to be made on the Chinese. In the reply which he had given he Was understood to have said, that letters of marque, authorising privateers to take Chinese vessels, had been issued. This was a misunderstanding. The orders in council only gave power to the courts to condemn vessels detained by her Majesty's ships of war, under certain circumstances; but it gave no letters of marque to privateers. The orders in council were dated Friday last.
