§ Sir W. Raemoved the order of the day for the House to resolve itself into a committee on the Small Debts (Scotland) Bill.
Mr. Wallaceopposed the motion. The jurisdiction at present worked well, and he was against raising it. He objected also to the division of counties into districts, because the judges might then delegate their power to clerks of the courts and others. It was a prevalent and vicious practice for clerks of the courts to be the legal advisers of the parties. The hon. Mover must know the incompetence of the Scotch justices of the peace to do the duty which he proposed to impose upon them. He would move, as au amend- 1359 ment, that the bill be committed on that day six months.

§ The Lord Advocatemoved an amendment on the second clause, the effect of which was to leave the amount of the jurisdiction as it at present stood at 5l., instead of raising it, as proposed in the bill, to 8l. 6s. 8d.
