Mr. Prymerose to move the appointment of a Committee of the whole House, to consider the expediency of reducing such duties on foreign commodities as give rise to extensive smuggling, especially those on tobacco and foreign spirits. The hon. Gentleman was proceeding to explain the object of his motion, when the House was counted out.
