§ Mr. R. Steuart moved for leave to bring in a Bill, for the better regulation of the Municipal Corporations of Scotland. If the motion were agreed to, it was not his intention to press the Bill through all its further stages till after the holidays.
§ Sir W. Raeobjected to this mode of proceeding in Bills of this sort, as being extremely inconvenient.
§ Lord Stormontalso objected to the introduction of the Bill to-night. So little attention was paid to the affairs of Scotland by this House, that it had become proverbial, that Scotch Bills were never introduced till after one o'clock in the morning.
