Colonel Sibthorpeopposed the Motion. The Bill was a bud Bill, and the hour was late. He proposed it be read a second time upon Thursday next. He had strong objections to urge to the Qualification Clause.
Mr. Ridley Colburnhad the same strong objections to the Qualification Clause as others, but would not object to the second reading of the Bill.
The Chancellor of the Exchequeragreed in the principle, and recommended the proceeding with the Bill.
