§ Mr. Portman, on moving that this Bill be read a second time, said, that he wished to have it sent to a committee up stairs, in order to have the machinery of it properly regulated. He wished, also, to exempt from its operation the metropolis, the different parishes adjoining the metropolis, and all those parishes, in different parts of the country, which had the benefit of local acts for the same object.
