Mr. Secretary Canningon presenting, by command of his Majesty, copies of communications with France and Spain, relating to the Spanish American provinces said, it would probably be recollected, that in the debate which took place on the address, he had stated, that some time would elapse before he should he able to communicate precise information as to the course which government had pursued with regard to the Spanish American provinces—The papers which he now laid on the table contained that information.
