§ Mr. Gooch985 informed the House, "That the Select Committee had determined, that lord Binning is duly elected a citizen to serve in this present parliament for the city of Rochester:—that the petition of Robert Torrens, esquire, did appear to the said Select Committee to be frivolous and vexatious: that the opposition of the said lord Binning to the said petition, did not appear to the said Select Committee to be frivolous or vexatious." On the motion of Mr. Bennet, the minutes of the proceedings of the committee were ordered to be laid before the House.
