General Thorntonmoved, "That there be laid before the House, from the General Post-office, a return of the number of persons paying for an early delivery of letters, with the amount paid within the year, and the disposal thereof made up to the latest convenient period; with a statement of the length of time the common delivery is usually retarded or accelerated by such practice, and the Usual difference, of time between the two deliveries, with the date of the commencement of individuals paying for such early delivery, and under what authority it has been carried into effect; together with such information with regard to the Superannuated, or any other charitable fund, as may be connected with the said Return."
