Lord Castlereaghstated, that it was essential to carrying into effect the Act of last session, that bullion should be found to carry on the trade with India; and that, therefore, a trade must be carried on with Asia and Africa, under certain limitations, particularly respecting the trade to the Mediterranean. At present, he should steer clear of the question about India-built shipping, reserving that as a subject for future and distinct consideration. The noble lord concluded, by moving for leave to bring in a Bill, to regulate the trade of the subjects of this kingdom to and from any of the countries within the charter of the 215 East India Company, and also to other countries not comprehended within the limits of that charter.
