asked whether objection had not been made by the Government to a Bill of a similar character to this?

THE FIRST COMMISSIONER OF WORKS (Mr. H. GLADSTONE, Leeds, W.)

said, that one clause of that Bill was different from the Government Bill, and the measure was withdrawn on the understanding that this particular clause should be carefully considered by the Committee.

MR. CREMER (Shoreditch, Haggerston)

asked whether a Bill of practically the same character as this was not before the House last year and considered by a Committee upstairs. If so, was it worth while for the time of the Grand Committee to be wasted in considering a Bill the provisions of which were considered last year?
