SIR C. W. DILKE (Gloucester, Forest of Dean)Does the hon. Gentleman mean to say the Governor is directed to take the advice of the responsiblo Ministors in this matter, seeing that they are the gentlemen whose conduct is now under trial?
§ MR. S. BUXTONBut as in all self-Governing Bodies the responsible advisers of the Governor are the Ministers until they retire he is bound to take their advice, although he may not follow it.
