May I ask the Chief Secretary to the Lord Lieutenant, to whom I have given private notice of the question, whether, in view of all the circumstances of the case, and especially in view of the fact that the Leader of the Opposition said on Thursday that all Parties were agreed as to the first part of the terms of Reference, he does not think it advisable to go on with the first part of the Reference at once? Will he not consent to move that part to-night?

I am considering how it may be possible to establish a modus vivendi with gentlemen opposite, and am engaged in negotiations on the matter. If the hon. Member will ask me a question on Thursday, I will give him a definite answer.
