asked the Secretary of State for Foreign Affairs whether representations have been made within the past three months by any of the smaller States of the League of Nations involving fundamental changes in the League's constitution or the Covenant of the League?

Mr. EDEN

Not so far as I am aware.

Mr. DAVIDSON

Are we to infer from that reply that the smaller States of the League of Nations are satisfied with the dual policy of the British Government?

Mr. EDEN

The hon. Member must ask the smaller States.

Mr. MANDER

Is it not the main desire of the smaller States that the League Covenant should be carried out fully and effectively?

Is it in order for a Member to ask a question without rising from his seat?

May I ask which hon. Member did not rise from his seat, and does the hon. and gallant Gentleman require glasses?
