34. Mr. BOOTHBY

asked the Secretary of State for Scotland whether he is satisfied that the statutory powers of the Herring Industry Board are adequate for the proper discharge of its functions?

Mr. ELLIOT

I have no grounds for supposing that the Herring Industry Board have hitherto been hampered by lack of powers. I understand, however, that the Board are giving close consideration to the question whether their existing powers are sufficient for dealing with future developments of the industry.

Mr. BOOTHBY

If the Board come to the conclusion that more powers are necessary, will the right hon. Gentleman be prepared to introduce the necessary legislation?

Mr. ELLIOT

That is a hypothetical question, but I will give the matter sympathetic consideration.
