HC Deb 07 May 1891 vol 353 cc281-2
MR. BUCHANAN (Edinburgh, W.)

I beg to ask the Under Secretary of State for Foreign Affairs whether he can now state whether the modus vivendi with Portugal, which expires on the 15th inst., will be renewed, or whether a definite Treaty will be concluded before that date; and whether he can assure the House, that in any such permanent arrangement come to with Portugal, the rights of free navigation which have been secured on the Zambesi will also be secured on the Pungwé, Limpopo, and all other navigable streams between British territory and the East Coast?

SIR J. FERGUSSON

Negotiations are proceeding with Portugal, but I cannot state whether they will result in a Treaty. I am not in a position to give any information as to the terms of the-arrangement that may be come to.
