I beg to ask the Secretary of State for the Home Department if he can state the number of electors who voted in Parliamentary Elections as illiterates, and their percentage to the total vote, from the conclusion of the General Election, 1886, to the end of February, 1891?

I have not this information in my possession, and it might be difficult to obtain it without an order of the House calling for a Return. The two Returns of 1885 and 1886 were made subsequently to a General Election. If my hon. Friend presses for a Return as to by-elections at the present moment, I should have no objection to assenting to such a Return as he asks for.
