, asked the Chairman of the Metropolitan Board of Works, Whether the Superintending Architect of the Metropolitan Board of Works is empowered by Statute to give decisions vitally affecting the inhabitants of the Metropolis, without his awards being subject to the revision or control of the Board; and, if so, whether it is the intention of the Board to propose legislation during the present Session to remove this anomaly in Metropolitan local government?

I beg to inform the hon. Member that the Superintending Architect of the Metropolitan Board is not subject to the control of the Board with reference to his decisions as the officer appointed by Statute to determine the general line of buildings in the Metropolis, and this has been the state of the law since the passing of the Metropolis Management Amendment Act, 1862. I am not aware that any representation has been made to the Board that Parliament should be asked to give the Board control over the Superintending Architect in the exercise of his jurisdiction; and I am not able to inform the hon. Member whether it is the intention of the Board to propose legistation during the present Session with a view to an alteration of the existing law.
