asked the Secretary of State for War, Whether, in view of the recent successful ballooning operations in Tonquin, and the circumstance that the French Government are largely extending their ballooning staff, it is the intention of Her Majesty's Government to undertake the formation of a balloon corps without further delay?

That subject has been for some time, and still is, under the consideration of the Engineers' Department of the Army, both with reference to the preparation of material to be used in ballooning expeditions, and also with reference to the training of officers and men for the duty. It is not, however, considered desirable at the present stage of the inquiry to enter into any detailed explantion on the subject.
