asked the President of the Board of Trade, whether he will introduce a Bill in the course of the present Session to alter and amend the mode by which the tithe averages are now computed?

MR. CHAMBERLAIN

, in reply, said, that in two previous Sessions he introduced a Bill on this subject; but it was blocked by an hon. and gallant Member on the other side of the House. This was a subject to which, in the present state of Public Business, it was impossible for the Government to give any precedence. Unless he were assured that the Bill could be taken after half-past 12, he did not think it would be any use to introduce a Bill during the present Session.
