Bill read a second time, and committed to a Select Committee.

And, on March 1, Ordered, That the Select Committee do consist of Five Members, Three to be nominated by the House, and Two to be nominated by the Committee of Selection:—That Mr. FLOYER, Mr. SAMPSON LLOYD, and Mr. LEVESON GOWER be Members of the Committee:—That the Committee have power to send for persons, papers, and records; Three to be the quorum.

Ordered, That all Petitions presented against the Bill he referred to the Select Committee on the Bill, provided such Petitions are presented one clear day before the meeting of the Committee, and that such of the Petitioners as pray to be heard by themselves, their Counsel, or Agents, he heard upon their Petitions, if they think fit, and Counsel heard in favour of the Bill against the said Petitions.—(Mr. William Henry Smith.)
