Bill read a second time, and committed to a Select Committee, to consist of Five Members, Three to he nominated by the House, and Two to be nominated by the Committee of Selection.

Ordered, That all Petitions presented against the Bill he referred to the Select Committee on the Bill, provided such Petitions are presented one clear day before the meeting of the Committee, and that such of the Petitioners as pray to be heard by themselves, then Counsel, or Agents, he heard upon their Petitions, if they think lit, and Counsel heard in favour of the Bill against the said Petitions:—That the Committee have power to send for persons, papers, and records; Three to he the quorum.

And, on February 28, Committee nominated as follows:—Mr. KINNIRD, Mr. CUBITT, and Mr. GOLDNEY.
