asked the Under Secretary of State for the Colonies, If the Letter of the Right Reverend J. B. Scandella, V.A., dated Gibraltar the 31st day of January 1876, having reference to the immorality arising from the operation of the "Aliens' Order in Council, 1873," in that dependency, and addressed to the Earl of Carnarvon, has been received at the Colonial Office; and, if the statements contained in the Letter are borne out by facts; and, if so, whether Her Majesty's Government proposes to take steps to amend or repeal the Aliens' Order in Council referred to?

MR. J. LOWTHER,

in reply, said, that such a letter had been received by Lord Carnarvon from the right rev. J. B. Scandella, and had been referred by his Lordship to the new Governor of Gibraltar, Lord Napier of Magdala, for special consideration, together with the whole question of the treatment of the alien population of Gibraltar. He might state that Her Majesty's Government did not admit that the operation of the Orders in Council necessarily produced the results alleged by Dr. Scandella.
