Scope note

• Only relevant to Public Bills. Used as a procedural term on successful motions. Carry over motions are usually tabled first in the House where the Public Bill is currently being considered, with an equivalent motion being considered by the other House, if passed. Messages pass between the Houses informing of the decision on the motion of the other House. Term is only used on the actual motion proceeding, not the messages.
