Scope note

• Use for specific or quantifiable money spent on something. Prefer Finance where there is an element of finance and expenditure involved. Use Public expenditure for the spending of whole departments and whole countries (Scotland, etc). Also use Public expenditure, rather than Expenditure, for spending by Government departments on a series of things such as hospitality, cars and stationery.
