Scope note
  • Only relevant to Private Bills. Used as a procedural term on successful motions. Suspension motions are usually tabled first in the House where the Private Bill is currently being considered, with an equivalent motion being considered by the other House, if passed. Messages pass between the Houses informing of the decision on the motion of the other House. Term is only used on the actual motion proceeding, not the messages.
Definition
  • If a private bill is not expected to receive Royal Assent before the end of a session, the promoters may apply to the Chairman of Ways and Means and the Lord Chairman of Committees for leave to suspend proceedings on the bill, with a view to continuing them in the following session.
