European Affairs Committee (EAC) called for a debate on the treaty (House of Lords) Business items

The European Affairs Committee report treaties under two headings: those to which special attention is drawn, and treaties reported for information only. In addition to either of these two decisions the Committee can also recommend a debate take place in the House of Lords.
