Transport Committee recommended the instrument should follow the affirmative procedure

The Transport Committee, under the remit of Schedule 7 of the European Union (Withdrawal) Act 2018, recommended that the appropriate procedure for the instrument is for a draft of it be laid before, and approved by a resolution, of each House before it is made.
