Under House of Lords Standing Order 73, no motion for a resolution of the House to approve an affirmative instrument shall be made unless the instrument has been considered by either the Joint Committee on Statutory Instruments, the Delegated Powers and Regulatory Reform Committee or the Joint Committee on Human Rights. Standing Order 72 can be dispensed with to allow motions to approve affirmative instruments. This usually only applies to emergency legislation.

Scope note: These motions are usually a formal proceeding but can be debated.
