§ Mr. RammellWe are working with the UN Secretary-General's High Level Panel to improve the UN response to all threats to global and human security. The UN's International Tribunals and the International Criminal Court have shown that there is no impunity for the perpetrators of crimes against humanity. We also need to do more to develop an international consensus in favour of humanitarian intervention where it is justified.
