§ Mr. Stephen TwiggCircular 10/99 published in July 1999 contained statutory guidance on exclusion including the working of appeal panels. Letters amending the guidance in Circular 10/99 were issued in January and August 2000 and January and June 2001.
This guidance was sent to local education authorities which are responsible in law for establishing the panels.
In addition a training pack for exclusion appeal panels was sent to all LEAs in September 2001.
