[holding answer 19 November 2002]We plan to publish a strategy document setting out our 10-year vision for the development and reform of higher education in January. We have already taken steps to stimulate debate about the range of issues affecting the future of higher education; once the strategy document is published, there will be further opportunity for all interested parties to respond.
