§ Mr. MacShaneContingency arrangements are contained in the FCO's contract with Global Crossing, which bars disclosure on the grounds of commercial confidentiality (Exemption 13 of the Code of Practice, on Access Government Information refers). The FCO has kept in touch with posts in Washington and New York, who have monitored local press and market reports on Global Crossing.
