Whether the Strategic Rail Authority will be the project manager for the re-opening of the Stirling-Alloa-Kincardine railway; and, if not, who will be. [HL2381]

The scheme is not a commitment in the authority's current plans. The authority is in discussion with Railtrack about the possibility of it being taken forward.
