To ask the Secretary of State for Foreign and Commonwealth Affairs if there is right of appeal over rejection of a request to participate under Clause L of the enhanced co-operation proposals at the IGC. [139906]

The procedures for authorising the participation of a member state in an enhanced co-operation in the field of foreign policy implementation have yet to be agreed.

We have made clear enhanced co-operation must be open to all member states wishing to participate; and that this must be reflected in the Treaty.
