§ Mr. Charles ClarkeNo targets have been set specifically for the reduction of motorcycle theft. Motorcycle theft, which is estimated to account for about 6 per cent. of all thefts of vehicles, is included within the national target to reduce vehicle crime by 30 per cent. by 2004.
