§ Mr. Wicks[holding answer 19 October 1999]: We have already introduced a number of initiatives which will lead to greater coherence between pre-16 and post-16 education and encourage progression throughout the 14-19 phase, as part of our overall drive to raise standards at all levels of education. We are increasing the range of qualifications on offer, and are increasing curriculum flexibility at Key Stage 4 (14-16) with enhanced opportunities for vocational study.
As a follow up to the National Curriculum Review and in the context of responses to the White Paper "Learning to Succeed", we are looking at ways of increasing coherence in both the curriculum and the delivery of learning. We are working to create a culture where all young people continue in learning until 18 or 19.
