§ Mr. HoonGeneral Clark, the Supreme Allied Commander Europe (SACEUR), gave his battle damage assessment to the North Atlantic Council on 15 September. This was made public at a NATO press conference on 16 September. But, as my predecessor made clear in his reply to my hon. Friend the Member for Linlithgow (Mr. Dalyell) on 30 June 1999, Official Report, column 160, the measure of the campaign's success lies in the fact that it resulted in withdrawal of Milosevic's troops from Kosovo, the entry of KFOR and the return of refugees.
