§ Clare ShortOur major commitment to rehabilitation is the Luanda Urban Poverty Programme, which started earlier this year. We are working through iNGOs to tackle the needs and priorities of the urban poor in Luanda. The political and military situation makes development work impossible. We are therefore focusing on the provision of humanitarian assistance.

Earlier this year we started the Luanda Urban Poverty programme in which we are working through iNGOs to tackle the needs and priorities of the urban poor in Luanda.
