§ Mr. MullinLocal access forums have not been established yet. As explained in "Access to the countryside in England and Wales: The Government's Framework for Action", which was published in March, the Countryside Agency and the Countryside Council for Wales have been asked to draw up good practice guidelines on the membership, role and operations of the forums, and to ensure effective geographical coverage. The National Countryside Access Forum for England is advising the Countryside Agency on the guidelines.
